Social responsibilities and training the public to help accident victims


“We claim our rights rather than understanding our responsibilities” – Maxwell Perira Kamath I.P.S, the then jt. Commissioner of Delhi Traffic Police told in a function. We always claim our rights to know the information against doctors, police officers and other people. In the meantime we fail to understand our responsibilities like helping a road accident victim by giving a first aid and making arrangements to take the victim immediately to the hospital. Ministry of Road Transport & Highways has already issued a circular about Need to build confidence in public for helping road accident victims.

Now the situations have improved. Ambulances and doctor facilities are available in some important highways.Inspite of this we have to go a long way. For example, the roads from Chidambaram, Sirkazhi to Karaikal and Thirumallaru where the famous Lord Saniswara situated are narrow and nfirst aid or ambulance facilities are yet to be organized. This is where govt. agencies have to encourage and train social workers and inculcate the social responsibilities among the public. Regarding corporate sector, both Larsen Toubro & ECC Ltd & Sri Sarbati Steels, Sedarapet, Pondicherry provide free ambulance round the clock to the rural public, when ever they are in need.

Social responsibilities mean to abide the law, instead of finding fault with others. We can see in almost all towns, where under age, particularly children below the age of 15 or 14 driving two wheelers. The parents also have a tailor made excuse that the children drive within residential areas only! It is a nightmare and unforgettable sad story for a family that after the accidents, particularly if a child becomes physically handicapped due to road accident. Even the elder person becomes the victim of a road accident the medical expenses, loss of salary or loss of job, the entire burden falls on the family, which we do not realize. But we never fail to blame the authorities after violating rules. Now the students of the high schools, higher sec. schools and colleges, are given training in traffic and first aid in where National Service Scheme is available . I suggest that all residential colonies in towns and metros, village mandals should come forward to create awareness about road safety among the public.
The woods are lovely, dark and deep, But I have promises to keep, And miles to go before I sleep, And miles to go before I sleep -On a scratch pad on his desk, Pundit Jawaharlal Nehru, our first prime minister had neatly written the elegiac lines of Robert Frost Yes. We have a long way to go.

The ladies play an important role not only in our family but in our society also. Ladies also drive 2 wheelers and 4 wheelers now a day. They know love and affection more than a common man. Let me tell you real story: 2 years back in Pondicherry , a girl gone to college by cycle. Normally she returns by 6 pm. She did not return on that particular day and time went, 6.30 pm like that. This poor mother had gone to the main road to check whether her daughter went for shopping before coming to house. God! This poor mother had seen that her daughter was hit by a bus and died on the spot with her head crushed. How this mother would have felt?

Drive Against Bribe


Now a days it is quite common to say that "Drive Against Bribe" is the need of hour. Likewise, we should encourage the safe driving. Driving not only for your safety ; but considering others' safety also in the mind. is it not our duty to be polite to Police Officer when we expect him to be polite to us?
Once again I point out about the bribe. If we follow rules and keep the papers properly why should we bribe?

Today, it’s forensic science 101. But back in the early 1930s, when Bruno Hauptmann left a series of ransom notes after snatching (and later killing) the Lindberghs’ 20-month-old son, he probably never realized that painstaking analysis of his handwriting by the emerging FBI Laboratory would add to the volumes of evidence and help convict him of the sensational murder.More than 75 years later—even in this digital age—FBI ever-expanding ability to glean clues from a whole range of physical documents and materials is essential to solving FBI cases and often those of their partners.“We’ve worked just about every major case,” said Diana Harrison, who heads what we call FBI Questioned Documents Unit (QDU) in the FBI Lab, “because every investigation has a paper trail.”The unit’s 17 forensic document examiners, for instance, pored over charred documents after the 9/11 attacks to help identify the hijackers. They pieced together shredded documents in the Enron case, analyzed cryptic notes from Kansas serial killer Dennis Rader, and compared outsoles on size 12 Bruno Magli shoes as part of the O.J. Simpson murder investigation. The list goes on and on.Known mainly for its handwriting analysis, the unit actually performs 25 different types of exams—all without tainting or destroying evidence. Its examiners are skilled in analyzing inks, papers, plastic bags, tire treads, and typewriters (still in use more than you might expect). The unit also maintains extensive databases of bank robbery notes, anonymous letters, shoe prints, and fake checks—quite handy when comparing and contrasting clues from across the nation.
Babe Ruth's signature looks authentic, but examiners found that theball's cork center design was too modern to be used during Ruth's era.A few more examples of the unit’s capabilities:* A single match left at the scene of an arson can be compared to a matchbook found on a suspect, and, based on analysis using a variety of equipment and techniques, examiners can often determine with a high degree of certainty if the match found at the scene came from the suspect’s matchbook.* Using a device called an Electrostatic Detection Apparatus, examiners can find indented, or “secret,” writing that may be invisible to the naked eye. Pete Belcastro, a veteran QDU examiner, provides a real-life example: when a bank robber handed a teller a note demanding money, he didn’t realize that it secretly gave away his identify. When he had earlier scribbled out his name and address on a pad of paper, it made an impression on the piece of paper below it, on which he later wrote his robbery note.One of QDU’s biggest cases was Operation Bullpen, a huge sports memorabilia and celebrity forgery ring that began in the mid-1990s. The crooks hired art students and gave them months to perfect the signatures of Mickey Mantle, Elvis Presley, and many others. The forgeries were “very, very close” to the authentic signatures, Belcastro said, but the bad guys hadn’t thought of everything. In one case, a vintage-looking baseball with Babe Ruth’s signature seemed like the real thing on the outside, but when examiners cut the ball in half, they found a cork center not used in the Bambino’s era.“We take a great deal of pride and satisfaction in the scientific work we do,” Belcastro said. “And it’s nice to know that what we do makes a difference.”Source: FBI

Sri. S.Vasudeva Rao I.P.S





Sri.S.Vasudeva Rao is a veteran IPS officer of 1986 batch. He joined Pondicherry Government in 2006 as DIG of Police & Prisons. He is soft spoken, kind in heart and won the love from not only his sub ordinate officers but public also. His clean image made the public to approach him with a confidence. You may not feel like talking to a Police officer, when you talk to him. Sri. S.Vasudeva Rao is very strict; but never uses harsh words. He encouraged Traffic Wardens also. Last year he got promoted as Inspector General of Police.
Sri.S.Vasudeva Rao took keen interest in learning Tamil , since his mother tongue is Telugu. He developed his tamil knowledge by reading "Dinamani" National Tamil Daily, every day.He is very pious and knows geetha,vedhas, slogams etc.,
He added one more feather on his cap by speeding up the prison building and inaugurated in 2008 at Kalapet. As IGP Prisons, he devoted his time for the welfare of priosners by organising family members meet. He started library for the inmates of Prisons, training programme on bakery and other projects.
Before coming to Pondicherry, he served in Andaman. His debut and noble service for the tsunami victims are laudable. Still, both government servants and the public of Andaman islands remember that how he involved and made others to involve in the rescue operation of tsunami victims. Transfers are inevitable for government officers. Sri.S.Vasudeva Rao has been transferred to Delhi Police. Delhi public are blessed by God to receive the valuable and noble services of Sri.S.Vasudeva Rao.

Road Safety For Girl Students


Now a days girls and ladies move around by driving 2 wheelers and cars. It is increasing day by day. Keeping this in mind motor companies design specially for them, suit to middle class to rich class. Battery operated mopeds also available in the market, saying that driving license is not required! Whether license is required or not, knowing road rules is must not only for gents but for the girls and ladies also.


Thinking about this scenario, Mrs.Usha and Mr.Perumal, both NSS teachers, Govt. Thiruvalluvar Girls Hr.Sec.School, Pondiche’ry organized a road safety programme on 21st January 2008.


Pudumai Balakrishnan, Chief Traffic Warden conducted road safety class exclusively for 11th standard girls with visual aids. He interacted with the students and awarded big claps from all the students for right answering student! Not only the benefit of helmet but the disadvantage of triple riding and using mobile phone also explained. The punishment for the UNDER AGE driving also was explained

Sticker to prevent 2 wheeler theft


Sticker to prevent 2 wheeler theft released by Mr.Vanidasan S.I, Sedarapet Police Station on 19.2.2009. Pudumai Balakrishnan received the first copy. Two wheeler thefts are there in almost all metropolitans, and developing cities. Eventhough Police is successful in nabbing the two wheeler thieves, they comeout in bail and continue to steal motor cycles in another town!

The Police case is one area and creating PUBLIC awareness to prevent theft is another area. Always use TWO LOCKS for your TWO wheelers. Hence awareness sticker was released in this regard

Some time back Ms.Punitha thangarajan e-mailed a wonderful road safety slogan. She never thought it will spark an idea to transform in to a road safety sticker. This road safety sticker is presented in Tamil. English translation is : " Roads are paved to connect relationships; not to get killed ".
