சாலை பாதுகாப்பு : பொது மக்கள் பங்கு

சாலை பாதுகாப்பு, உயிர் பாதுகாப்பு என்று சொல்கிறோம். காரணம், பாதுகாப்பு இல்லாத சாலையில் , பாதுகாப்பு இல்லாத பயணங்களால்
பாதுகாப்பு இல்லாத மனிதர்களுக்கு கிடைக்கும் அதிக பட்ச தண்டனை மரணமாக உள்ளது. இரண்டாம் உலக போரில் இறந்தவர்களை விட சாலை விபத்தில் இறப்போரின் எண்ணிக்கை அதிகமாக உள்ளது.
இந்திய அரசின் சாலை போக்குவரத்து அமைச்சகம், மாநில காவல் துறைகள் மற்றும் போக்குவரத்து துறை ஆகியன முனைப்புடன் செயல்பட்டுமக்களுக்குதெளிவுபடுத்தினாலும் செவிடன் காதில் ஊதிய
சங்குஎன்கிற கதையாக உள்ளது.சமீபத்தில் நான் ஒரு பெண்கள் பள்ளியில் போக்குவரத்துவகுப்பு நடத்தியபோது அங்கு குழுமிய 120௦ மேல்நிலை மாணவிகளில் 30 மாணவிகளுக்கு இருசக்கர மோட்டார் வாகனம் ஓட்ட
தெரியும் .ஆனால் 30மாணவிகளில் ஒருமாணவிக்குகூட லைசன்ஸ் இல்லை அறிந்து அதிர்ச்சி அடைந்தேன்.

இத்தனைக்கும் புதுவை போக்குவரத்துபோலீஸ், போக்குவரத்த
துறையுடன் இணைந்து லைசன்ஸ்பெற்று தருகிறது. மாணவர்கள் செய்யவேண்டியது ரூ.30, 3 பாஸ்போர்ட் அளவு புகைப்படங்கள் மற்றும் சான்றிதழ்கள் மட்டுமே. உண்மை என்னவென்றால்,போலீசில் பிடிபட்டால்விபத்து ஏற்பட்டால் பார்த்து கொள்ளலாம் என்ற அலட்சியம்தான்.
லைசன்ஸ்பெறும்வயதிற்கு குறைந்த சிறுவர்கள் மோட்டார்சைக்கிள்,கார் ஓட்டினால் வாகனமஓட்டியசிறுவன் அல்லது சிறுமி,வாகனஉரிமையாளர் மற்றும்வாகனம்மீது இந்தியமோட்டார்வாகனசட்டம் 3,4, 5 பிரிவுகளின்படி வழக்கு பதிய வேண்டும். ஆனால், பெற்றோருக்கு தெரிந்து அலல்து தெரியாமல் சிறுவர்கள் மோட்டார் சைக்கிள் ஒட்டு கின்றனர். பெண்களின் தங்க சங்கிலிபறிப்பவர் மட்டுமேஹெல்மெட் அணிவதாக தோன்றுகிறது!

இருசக்கர விபத்துகளில்மரணமடைந்தோர் பெரும்பாலும் தலை கவசம் அணியாதவர்கள்!

படியில் பயணம், நொடியில் மரணம்" என்று காலம் காலமாக பேருந்துகளில் வாசகம் எழுதி வைக்கிறோம். பள்ளி, கல்லூரி நேரங்களில் பேருந்து படிகளில் தொங்கிய காலம் போய் பேருந்துகளின் மேலே கும்பலாக அமர்ந்து மக்கள் பயணம் செய்வது புற நகர் பகுதிகளில் கண் கொள்ள காட்சியாகும்.
நடைபாதையோ பாதசாரிகளுக்கு சொந்தம் இல்லை ;

நடைபாதைகளை ஆக்கிரமிப்பு செய்துள்ள அழுகும் பொருள் வியாபாரிகளுக்கு சொந்தமாகிவிட்டது. வாகனம் ஓட்டும் பொது மக்களும் , கனரக வாகனம் ஓட்டும் புண்ணியவான்களும் போக்குவரத்து விதிகளை மறந்து விட்டார்கள் என்று தோன்றுகிறது.சிறிய உதாரணம் பாருங்கள், தானியங்கி சிக்னலில் பச்சை விளக்கு எரியும்போது பறக்கும் வாகனங்கள், மஞ்சள் நிற விளக்கு எரியும்போது வேகம் குறைப்பதில்லை; சிவப்பு விளக்கு வந்தால் நிறுத்துவதும் இல்லை.ஆனால், மீண்டும் பச்சை விளக்கு எரியும்முன் , மஞ்சள் நிற விளக்கு வந்தாலே வாயு , மனோ வேகத்தில் பறப்பதை காணலாம். என்னே கண்கொள்ள காட்சி! இதில் விபரீதம் என்னவென்றால், போக்குவரத்துவிதிகளை சரியாகக்
கடைபிடிக்கும் அப்பாவி மனிதர், விதிகளை மீறும் நண்பரால் விபத்தில் இதற்கு காரணம்விழிப்புணர்ச்சி இல்லைஎன்று நாமே நம்மை ஏமாற்றி கொள்வதுதான்

மேல்நாட்டினர், சிங்கப்பூர் மற்றும் ஜப்பான் நாட்டு மக்கள் சாலையில் வாகனம் இல்லை என்றாலும் தானியங்கி சிக்னலை மதிப்பார்கள். மேல்நாடு,ஜப்பான்சிங்கப்பூர்பற்றி பேசும் நாம்பொறுப்புடன்விதிகளைக்கடைப்பிடித்தால்விபத்துக்களைகுறைக்கலாம்.விபத்துகளை
குறைத்தால் போக்குவரத்தை ஒழுங்குபடுத்துவதில் போலீஸார் கூடுதல் கவனம
செலுத்த முடியும்.

Mr.B.Ramaskandan A Veteran Police Officer



Mr.B.Ramaskandan, veteran police Officer is no more now. He is commonly called as RAMESH KANDAN since some journalists struggled to pronounce his name, when he was a station house officer.. My thoughts go back to his initial duty days. Still I cannot forget that in the year 1977-78, after receiving a distress phone call, he used to come by cycle, daringly alone immediately, and chased away the trouble mongers. You must see how they ran after seeing Mr.Ramaskandan! He had so many feathers on his cap, but I wish to mention very few that too small things.
In the year 1991,I assisted Mr.B.Ramaskandan, for general elections duty when he was station house officer at Grand Bazaar Police Station, Pondicherry which has some sensitive areas. As I was new to department and since he was a senior officer I played the fiddle in low key. Suddenly he turned towards me and asked,” why are you keeping quiet? Ask!” That was enough for me and I charged like a Spanish bull! We had good night patrolling also many times, very effectively. There is one more incident and it happened when he was S.P North. A girl, who worked as accounts manager in a company found some cash was missing in her office. When this girl approached my help, I advised her to contact B.Ramaskandan through his direct phone. She had done as I said and sought help. He immediately sent Police Officers to her office and worked out the case. They found that there was a secret place where people taken away the money! Not only as Inspector of Police but as Superintendent of Police also he maintained law & order in the most trouble prone areas where industrial areas and communal colonies situated and won the love of public. His sub ordinate men and officers liked him.
Mr.B.Rmaskandan joined Pondicherry Police force as Sub-Inspector of Police on 3.4.1976 and promoted as Inspector on 21.8.1993.He was promoted as Superintendent of Police on 6.10.2004.He was incharge of Indian Reserve Battalion also for some time and developed it. He was Special Branch SP during his last days.
Police service always is UNHEARD MELANCHOLY , and Mr.B.Rmaskandan cared many people even though they are poor. But he did not care himself. As a result, he was admitted in a hospital at Madras, where he died on 1.9.2010. His funeral was conducted with full Police respect and homage on 2.9.2010.Mr.Atul Kataria I.P.S, Sr.Supdt. of Police (L&O)was the first officer to attend and to inspect the same.
I attended traffic duty in front of the burial ground as a mark of respect to B.RAMASKANDAN, A VETERAN POLICE OFFICER, when his last “rounds” came to last.

Road Traffic Accidents :Young People



REUTERS - The first study to look at death rates across the world for young people aged 10 to 24 years was published.
The research, conducted by an international group of experts in adolescent health and backed by the World Health Organisation (WHO), included the following key findings:
* The top ten causes of death in all 10-24 year olds, male and female combined, globally were
1) Road traffic accidents (10 percent);
2) Suicide (6.3 percent);
3) Violence (6 percent);
4) Lower respiratory tract infections such as pneumonia (5.9 percent);
5) Tuberculosis (5.5 percent);
6) AIDS (5.5 percent);
7) Drowning (4.1 percent);
8) Fire-related deaths (2.6 percent);
9) Meningitis (2 percent);
10) War (1.8 percent)
* For males aged 10-24 worldwide, the top five causes of death were
1) Road traffic accidents (13.9 percent);
2) Violence (9.2 percent);
3) Suicide (6.4 percent);
4) Drowning (5.3 percent);
5) Tuberculosis (5.2 percent)
* For females, aged 10-24 worldwide, the top five causes of death were
1) Lower respiratory tract infections (6.7 percent);
2) Suicide (6.2 percent);
3) AIDS (6.1 percent);
4) Tuberculosis (5.8 percent);
5) Road traffic accidents (5 percent) **
** (Note- Maternal deaths from all causes represented 15 percent of deaths, however they were divided into a number of different categories meaning that no individual maternal death category featured in the top five)
* In higher-income countries, traffic accidents caused 32 percent of deaths in males aged 10-24 years. Violence accounted for 10 percent of male mortality and suicide 15 percent.
* Relative risks for death in Africa were higher than in any other region, and nearly seven times higher than in high-income countries. (305 vs 45 deaths per 100,000)
* Males died at higher rates than females in all age groups and regions apart from Africa and southeast Asia, where the increased number of female deaths was largely from maternal mortality, with deaths from suicide, fire, AIDS, and tuberculosis also contributing.

Social responsibilities and training the public to help accident victims


“We claim our rights rather than understanding our responsibilities” – Maxwell Perira Kamath I.P.S, the then jt. Commissioner of Delhi Traffic Police told in a function. We always claim our rights to know the information against doctors, police officers and other people. In the meantime we fail to understand our responsibilities like helping a road accident victim by giving a first aid and making arrangements to take the victim immediately to the hospital. Ministry of Road Transport & Highways has already issued a circular about Need to build confidence in public for helping road accident victims.

Now the situations have improved. Ambulances and doctor facilities are available in some important highways.Inspite of this we have to go a long way. For example, the roads from Chidambaram, Sirkazhi to Karaikal and Thirumallaru where the famous Lord Saniswara situated are narrow and nfirst aid or ambulance facilities are yet to be organized. This is where govt. agencies have to encourage and train social workers and inculcate the social responsibilities among the public. Regarding corporate sector, both Larsen Toubro & ECC Ltd & Sri Sarbati Steels, Sedarapet, Pondicherry provide free ambulance round the clock to the rural public, when ever they are in need.

Social responsibilities mean to abide the law, instead of finding fault with others. We can see in almost all towns, where under age, particularly children below the age of 15 or 14 driving two wheelers. The parents also have a tailor made excuse that the children drive within residential areas only! It is a nightmare and unforgettable sad story for a family that after the accidents, particularly if a child becomes physically handicapped due to road accident. Even the elder person becomes the victim of a road accident the medical expenses, loss of salary or loss of job, the entire burden falls on the family, which we do not realize. But we never fail to blame the authorities after violating rules. Now the students of the high schools, higher sec. schools and colleges, are given training in traffic and first aid in where National Service Scheme is available . I suggest that all residential colonies in towns and metros, village mandals should come forward to create awareness about road safety among the public.
The woods are lovely, dark and deep, But I have promises to keep, And miles to go before I sleep, And miles to go before I sleep -On a scratch pad on his desk, Pundit Jawaharlal Nehru, our first prime minister had neatly written the elegiac lines of Robert Frost Yes. We have a long way to go.

The ladies play an important role not only in our family but in our society also. Ladies also drive 2 wheelers and 4 wheelers now a day. They know love and affection more than a common man. Let me tell you real story: 2 years back in Pondicherry , a girl gone to college by cycle. Normally she returns by 6 pm. She did not return on that particular day and time went, 6.30 pm like that. This poor mother had gone to the main road to check whether her daughter went for shopping before coming to house. God! This poor mother had seen that her daughter was hit by a bus and died on the spot with her head crushed. How this mother would have felt?

Drive Against Bribe


Now a days it is quite common to say that "Drive Against Bribe" is the need of hour. Likewise, we should encourage the safe driving. Driving not only for your safety ; but considering others' safety also in the mind. is it not our duty to be polite to Police Officer when we expect him to be polite to us?
Once again I point out about the bribe. If we follow rules and keep the papers properly why should we bribe?

Today, it’s forensic science 101. But back in the early 1930s, when Bruno Hauptmann left a series of ransom notes after snatching (and later killing) the Lindberghs’ 20-month-old son, he probably never realized that painstaking analysis of his handwriting by the emerging FBI Laboratory would add to the volumes of evidence and help convict him of the sensational murder.More than 75 years later—even in this digital age—FBI ever-expanding ability to glean clues from a whole range of physical documents and materials is essential to solving FBI cases and often those of their partners.“We’ve worked just about every major case,” said Diana Harrison, who heads what we call FBI Questioned Documents Unit (QDU) in the FBI Lab, “because every investigation has a paper trail.”The unit’s 17 forensic document examiners, for instance, pored over charred documents after the 9/11 attacks to help identify the hijackers. They pieced together shredded documents in the Enron case, analyzed cryptic notes from Kansas serial killer Dennis Rader, and compared outsoles on size 12 Bruno Magli shoes as part of the O.J. Simpson murder investigation. The list goes on and on.Known mainly for its handwriting analysis, the unit actually performs 25 different types of exams—all without tainting or destroying evidence. Its examiners are skilled in analyzing inks, papers, plastic bags, tire treads, and typewriters (still in use more than you might expect). The unit also maintains extensive databases of bank robbery notes, anonymous letters, shoe prints, and fake checks—quite handy when comparing and contrasting clues from across the nation.
Babe Ruth's signature looks authentic, but examiners found that theball's cork center design was too modern to be used during Ruth's era.A few more examples of the unit’s capabilities:* A single match left at the scene of an arson can be compared to a matchbook found on a suspect, and, based on analysis using a variety of equipment and techniques, examiners can often determine with a high degree of certainty if the match found at the scene came from the suspect’s matchbook.* Using a device called an Electrostatic Detection Apparatus, examiners can find indented, or “secret,” writing that may be invisible to the naked eye. Pete Belcastro, a veteran QDU examiner, provides a real-life example: when a bank robber handed a teller a note demanding money, he didn’t realize that it secretly gave away his identify. When he had earlier scribbled out his name and address on a pad of paper, it made an impression on the piece of paper below it, on which he later wrote his robbery note.One of QDU’s biggest cases was Operation Bullpen, a huge sports memorabilia and celebrity forgery ring that began in the mid-1990s. The crooks hired art students and gave them months to perfect the signatures of Mickey Mantle, Elvis Presley, and many others. The forgeries were “very, very close” to the authentic signatures, Belcastro said, but the bad guys hadn’t thought of everything. In one case, a vintage-looking baseball with Babe Ruth’s signature seemed like the real thing on the outside, but when examiners cut the ball in half, they found a cork center not used in the Bambino’s era.“We take a great deal of pride and satisfaction in the scientific work we do,” Belcastro said. “And it’s nice to know that what we do makes a difference.”Source: FBI
